If the government didn't subsidize ERs, these hospitals would have to eat the cost. They are required by law to render assistance to those with urgent medical need, and cannot simply turn away the uninsured. Again, by law.

So the effect of GOP cutting hospital reimbursements is to force hospitals in rural areas to close. Marge Green is well aware of this. These hospitals serve her constituents.
