As has been noted, sometimes the Y chromosome has a mutations that blocks sensitivity to testosterone during development. Those with that condition develop a vagina and its associated bits and bobs, but no uterus and ovaries. Sometimes they will develop testicles, but they don't descend or do much of anything. They will usually go through puberty and develop breasts.
