The right system was in place for decades. If anything, these people should have another year of training. All cops should have an additional 2-years of training to bring them in line with western standards.

I do, they are hiring people that are not qualified for the job. Psychologically unstable, can't pass a open book test. Then they are going to give them a loaded gun and throw them into the middle of this, which is only going to get much worse in time.
