Those levels are likely determined by percentiles of a community income distribution.

I don't understand how it is so unreal that $100K is considered low income if you yourself consider $184,500 to be middle income.

It would be like someone making $40K in Shreveport, LA being upset with someone making $20k in Shreveport being called low income.

I understand your frustration, but suspect it is not a problem that will generate a groundswell of grassroots support to lower that $184,500 threshold for Social Security.
