Russia's nuclear-powered Burevestnik cruise missile has experienced a significant number of test failures throughout its development. According to Western experts and arms control groups, out of at least 13 documented test flights since 2016, only two have been judged as partial successes, while the remaining 11 ended in failure.

Interesting. It was designed as a competing technology for ICBM, with high speed, and ICBM won that competition.

This one has a different role. Low flying, sub-sonic. More like a unmanned submarine in the air (my guess). I think they need a method to for these to land back, to enable the escalation de-escalation cycle.
