Not true. There was no vote to shut the government down. That's a lie. Not to mention, your percentages are totally made up bullshit. Now it is true that a cloture vote failed. But that is a different thing. At any point, the Senate can nuke the filibuster. But they haven't done that. So they have the power do open the government at any point.
