When you're invaded, you have one priority. Rooting out corruption is complex. Martial law is simple and direct. Effective in stomping out dissent and ensuring compliance with orders. But it takes more to reverse a culture of corruption. Ukraine still hasn't done away with draft evasion. Their martial law hasn't got the resources to sniff out offshore bank accounts.

I would think that Marshal Law would make it easier to root out corruption.

I would think a war would be a large distraction to anything that isn't fatal.
