Buying low bid blindly is downright stupid. Imagine having some remodeling you need done and getting a low bid from someone shifty with no references. Don't have the time, but it would be interesting to find out how that "system" originated.

My only experience with government procurement, was at the city level (Dallas). Back in the 1970s, I managed a bookstore. Some city employee needed to me to special order a $10 book. But to get the business I had to fill out a stack of paperwork with info and signatures from me and at the ownership level. I lost that sale. It would have cost the company at least $20. The price was fixed, but the red tape killed the sale.
