From what I have been able to determine, CYI has the "preferred" unit desired by law enforcement. It is a more specialized unit specifically designed for such use. That would logically lead me to believe it has the better product (at this time).

A better sales force or lower prices? That is a question someone else may be able to answer. They must be competitive in order to sell their units, so for now I would have to assume they are within the norm for price of the equipment. CYI is small, so trying to compare their sales force with say, Panasonic, may be comparing apples to oranges. However, I believe because they are small and focused on their market niche they can "concentrate" their efforts
in this regard.

Yes, there are a number of companies of larger size that build ruggedized computers. It all depends on how the computer system is designed and for what it is to be used. A "ruggedized computer" does not necessarily meet every need. They are designed and ruggedized for a purpose. CYI's "thing" for the time being is law enforcement and military utilization. No doubt they will be looking at wider applications as they grow.

That's my take on the situation. Hope it answers at least a good part of your questions.
