change in procurement Probably. Certainly with the advent of the internet eliminating typewritten forms submitted in quintuplcate and waiting on postal delivery of paperwork. The antiquated equipment is likely due to budgetary constraints as much as buyers trying to squeeze another dollar of savings. Musk has done some admirable things, but at some point he went off the rails. I'm not sure I'd ride in a plane made by Musk Aeronautics.
