But, to go with his analogy, and apply it to "metering", it's obvious that a toll road with a high enough toll will have less traffic and thus allow higher speeds. The fact is, any substantial improvement in the current snail's pace of downloads will be a great time saver for corporations. They will pay to save time, even if performance is much less than 1MB/sec.
