Of course he is making it up. I-node does that all the time and I call his hand on it because I live maybe an hour north of where he is and the prices are no different here than they are in the Woodlands. Given that the majority of oil in the country gets refined in the area that stretches from Houston to the Louisiana border, I am dubious you could find gasoline at the price he quoted unless it hasn't been taxed somehow. There just isn't that kind of profit in gasoline at retail to knock 15% off.
