That appears to be the case. Now Pasadena has a lot of refineries, South Houston is where the port and the refineries are located, but proximity doesn't make a lot of difference in the wholesale price of gasoline. Not to mention, it is going to be solidly in the metro Houston area with its mandated reformulated gasoline. Which isn't a huge adder, but it does amount to a few cents per gallon. A good comparison to illustrate that is compare prices between Houston and Beaumont, which is outside of that area but also has a lot of refineries. Gas typically runs about a nickel or so less per gallon.
