It happens in business as well, but less often since the consequences of hiring inept, unqualified and sometimes deranged mini-dictators is self-correcting in that the either go out of business, are acquired or stick the person in a meaningless role such as director of DEI. One reason that governments suck so much is that hiring the incompetent is the norm. Elected officials win a popularity contest. I had just started working in Financial Services and was taking a night class in Economics. On a free night, I sometimes stopped by the institution across the street that served adult beverages. You met a lot of interesting people there since it was, at the time, a 19 story hotel that often got out of town visitors. So I met this black gentleman who was in STL to work with the STL Federal Reserve. nice guy older than me and an interesting person. So I started to ask him about the supply / demand curves - something to do with class. He had no clue what I was talking about...
