You fool, mandates are the only way.

Half the water in the US is not fit to drink, and air pollution is horrible in some places where clean air is not mandated.

Good lord are you not aware that they polluted Lake Erie so much it caught on fire-lol!

If there are not laws, corporations will pollute as much as they can to save a dime!
