Lurker, I think that it is quite clear from the release that the intention is to buy the stock from the float on the open market. The rest of the shares that have been issued, if I am correct, is being held strongly, either in the form of insider holdings, or stock that is restricted for some period of time.

What does that mean? It appears to be completely contracdictory.
Buying from the public float will probably increase the share price and, to a lesser extent, increase the earnings per shares.

If the company thinks there P/E is 0.11 and the stock price should accordingly be $1 to $2.00 - then why wouldn't they pay 0.28 for the stock.

Lurker, if they were to buy shares, it would be from the float, but I seriously doubt they will be buying any.
