I noted in this article that a 1992 ban was stopped by the Senate by only 1 vote. My guess is that was a normal floor vote requiring a simple majority for passage as opposed to a filibuster which requires a 2/3 majority. Perhaps more telling was the mention of a 25-13 vote on a procedural matter relating to VGMs. Beasley has claimed to have 25 or 26 votes (depending on who is reporting). Based on this vote, he clearly has 25. It is curious that only 38 votes were cast by 46 senators. I wonder where the other 8 senators stand on the issue? Senator Ryberg claims 4 of them will vote against VGMs which would give him the magic number of 29.

I wonder if Mims $3,500 contribution was his money or AB&G's?
