If he wants a return to the 19th century budgets, he would have to more than cut the military budget in half. That still wouldn't fix the fiscal deficit as the run up in debt and interest is largely due to the discretionary budget by taking in too few tax revenues to cover the spending on the military and other discretionary programs.
