The rise to 9% was because prices across the whole world were rising because of COVID, some more than the US. And the inflation rates were failing, both here and the world, until Trump's Liberation Day. And inflation started to rise here, but not in the rest of the world. So the inflation under Biden was because the whole world was experiencing issues. The recent rise is solely because of Trump and his policies. That is what your graph shows.
