They both know that Russia isn't interested in occupying land west of the Dnieper which would subject them to urban guerilla warfare. The rough math is that at least 20 soldiers would be needed for every 1000 civilians in order to control the western two-thirds. It would take an additional 700 thousand soldiers, not including reserves for rotation.
