CJ,
As you note, there is nothing suboptimal about a hybrid. In fact, if you want an ICE, it is the optimal solution.
To be sure, I don't know if hybrid engines are truly better in every way imaginable. For example, hybrid technology doesn't seem to have caught on for larger vehicles like pickup trucks and SUVs.

Meanwhile I remember BMW experimenting with hybrid technology in their vehicles. Their conclusion was that they could only achieve somewhere around a 10% improvement in gas efficiency. I don't know why.

On the flip side, I believe the latest Corvette uses an electric motor to help it achieve a 0-60 time of 2.0 seconds. The Corvette is a gas vehicle, of course, so the electric motor has to be connected to the drivetrain in a hybrid fashion.

Bottom line is that whatever works in the free market is the "optimal solution." Not even the Muskperger can predict what will win out in the future. Innovation moves forward when nothing is too big to fail.
