I'm not sure who is insuring.

I have Lloyd's and a few of the Bermuda reinsurers as clients and I remember the New York Insurance Department taking them through the ringer to prove they were not insuring any Iran sanctioned risk back before Covid hit (was 2017 - 2019 time frame).

Difficult to prove a negative so the underwriters had to provide a lot of documentation.

Since Lloyd's and the Bermuda reinsurers do business in the U.S., they risk the U.S. side if they were insuring a sanctioned enterprise. The reward would not be worth the risk.
