The above is written from memory, probably paraphrased.

It's a principle of international trade theory that only comparative advantage is necessary to enable trade, not absolute advantage. So if one country is twice as efficient at producing one good and ten times as efficient making another, they can still benefit by importing the first and exporting the second.

The situation with China is much like with Japan around 1990. Japan subsidized certain industries and "dumped" products to foreign countries below cost, also known as "exporting unemployment". They seemed unstoppable with just-in-time manufacturing.
