"Narco" would be a modifier indicating some relationship to drugs in the current vernacular. So Maduro is being charged with trying to achieve political aims via drugs. Somehow. I suppose this could feed back to the claim the 2020 election was subverted by the dead hand of Hugo Chavez via Smartmatic. But outside of that, I dunno. While sounding impressive, it doesn't mean much.

Sounds a lot like the portmanteau of Islamo-fascism that was used to justify Afghanistan and Iraq. They seem to be using the same guidebook. No doubt, it will result in the same clustefuck as those two.
