This suggest nothing and you do not understand what is going on. ASND switches are primary access tool not truely backbone to handle multiservices.ATT at this point ( as oppose to MCI and BT) is not interesting to bild ATM core network, so why ATT sholud buy more expensive NN's 36170.Take WS West . For thier core network 36170 high
MULTISERVICE !!! switch form NN was chosen, but for simple access it took CSCO.During next quarter NN 36140 and 36144 simpler and less expensive access switches will be available and ASND will start to feel the pain.Each swich has its own application and the beauty of 36170 is that can handle almost evrything.So far only BT and partialy MCI are building true ATM core networks.Most of many spent by telecoms will fly to core networks.Regarding NN's 36190 nobody can even put on the table proposal, not mentioning about real product, about similar switch in terabit clss!!!

Like I said before the best product don't always win the contract and it is especially true in the US. US customers prefer to buy US but we have Siemens in Europe. Europe is were US companies do not have the advantage like Newbridge and Seimens does.
