Pharma companies are far too profitable, like telecommunications companies, for being held responsible for their crimes. Opiates were sold as miracle pain killers with no serious side effects and were over-prescribed. But prescriptions run out after the pain is gone or expected to be gone, leaving the victim with serious withdrawal unrecognized by the pharma propaganda and doctors' training. With no legal means of relief, the victim turns to the street, and a massive secondary profit center is activated.

I believe that importation controls are the responsibility of the target country, not the source, but maybe in reality, corruption and greed at all levels override that as a reasonable solution.
