Larry: I have wondered (sometimes out loud) about that, too. I have done considerable digging around the SC General Assembly website and can find no bill filed this year which proposes taxes on VGMs.

There was a bill filed last year (bill #318) which proposed a 50% tax (see lpitr.state.sc.us. Bill 318 was sponsored by Senators Drummond, Ryberg, and Martin (all sponsors of this year's bill 947). Bill 318 was introduced in February of last year, received the first of three required readings before the full Senate, and was refered to a committee (ALL bills go through one or more committees before returning to the full body). Apparently bill 318 never made it out of committee last year.

I seem to recall reading somewhere in all the SC legislative stuff, that bills which did not receive a final decision in the previous legislative session are automatically carried over to the next session. I could be wrong about that, however. In any event, nothing has happened with bill 318 so far this year. I am surprised that Senator Land or Senator McConnell has not introduced some sort of alternative. It seems to me you have got to provide those senators still sitting on the fence a good reason (and some political cover) to vote against bill 947.
