Ah. So it is common practice with Border Patrol.

That explains why he thought it was a defensible tactic.

It also explains why he and others think it is a good idea to stick their hands in the windows of moving cars. And that one who jumped into the passenger seat and tried to grab the keys of a moving vehicle.
