I seem to remember that ORBI already has a finger in car navigation. I also remember that one of the touts on ORBCOMM early on was "intrinsic position location." This may mean either that the ORBCOMM phone system itself, without reference to GPS/GLONASS, may be able to locate ORBCOMM ground units, much as cellphones can be located on the ground by the cellphone system, or that there will be embedded GPS in the ORBCOMM system.

I have not done the research, however.
