The stuffing would either get pulled out or when compressed, impede the slipping of the rope. I suppose it could be made of teflon or something, but it clearly is there to make the knot look impressive but just makes it look weird and fake.

The cross beam is not centered and there is no evidence it is secured. That isn't very stable, especially since any body that drops is going to swing some.

The thing was a prop.

Assuming they actually had captured Pence or Pelosi, the crowd likely would have killed them way before they made their way to the scaffold. Sort of like what happened to Hypatia by the Christian crowd, sans the oyster shells.
