Yes, indeed ----> " when the market provides those opportunities" ...... and in that regard I would say that stocks, that one regards as Quality stocks, should certainly be bought more of when there is a general decline in the Stock Market for one reason or another and the prices of All stocks generally fall due to the "collective panic".
These quality stocks are generally the first to show a price rise when the "panic" subsides.
A good example would be a stock like KO.
