Tax breaks and other incentives certainly accelerated it. Funding generally does that. And it does matter as to the party. The one responsible for the mess should not be the first choice for solving it. Especially one with such a lousy track record on the economy. Not to mention, a party who persists in lying about their role, instead trying to blame the ones that tried to stop it from happening.
