GSA use-case is fairly specialized and government is price insensitive in some areas, Long story short, and I didn't save the conversation. But according to Gemini, and to the best of my understanding, by carefully choosing among GSA energy-saving requirement categories, window providers can qualify for a $5.60/sqft credit on their products. It's repaid out ot the savings they guaranteed. Every little bit helps, I guess.
