Regarding the outage, my research turned this up:

Fiberoptic cable in Illinois failed. This cable was operated by Intellinet (sp?) for signaling (billing data, traffic/load patterns, real-time network usage). No voice or data calls used this line.

Software which was supposed to handle the failure failed. Signal re-routing did not occur as required.

Cellular calls which required account validation, billing data, etc and which used the Intellinet signalling services, and which used this line failed to complete ("go through").

I did not find that DSC is involved in this at all.

The story seems consistent.

Anyone hear anything different?
