Report: Netanyahu received a document from the IDF in 2018 detailing Hamas' attack plan on October 7

A source familiar with the details told Yedioth Ahronoth that the prime minister received another document from the Shin Bet with details of the plan that year. According to the report, in 2022, he also received a presentation from the IDF's Southern Command in which the attack plan was mentioned in its name – the "Jericho Wall"

Prime Minister Benjamin Netanyahu received from the IDF's Intelligence Directorate the detailed Hamas attack plan, which was carried out on October 7 in April 2018, Yedioth Ahronoth reported Tuesday morning. This is despite the fact that the prime minister has denied since the outbreak of the war that he has been updated on the details of the plan or its actual existence. A source familiar with the details told the newspaper that Netanyahu was exposed to the plan, dubbed the "Jericho Wall," again that same year — when the Shin Bet forwarded a review of it to the National Security Council (NSC). It was also reported that in 2022, Netanyahu received a presentation from a seminar by the Southern Command in which the plan was mentioned by name. Netanyahu's office did not respond to the report.

Hamas’ attack was designed to elicit a “disproportionate” response from Israel. While several Israeli leaders have said the stated war objectives is the destruction Hamas, such an operation cannot be done by military force alone. Rather, what the war appears to be about is ending Hamas’ governance project in Gaza. What comes next for the group is largely dependent on how the war goes. Most of Hamas’ leadership remains, Israelis are still being held hostage in Gaza, and the scale of Israel’s response could serve to radicalize a new generation. As Hamas leader Haniyeh said in the days after Israel began its retaliatory attacks on Gaza that have resulted in thousands of deaths, “[w]e are the ones who need this blood, so it awakens within us the revolutionary spirit, so it awakens within us resolve, so it awakens within us the spirit of challenge, and [pushes us] to move forward.” 108 Questions remain about what is next for Hamas. While true supporters of Hamas will see the October 7 attacks as a victory, many in Gaza will see the attacks as a betrayal of Hamas’ governance promise.

Hamas expected a disproportionate attack by Israel in response to the invasion which would in turn cause the general population of Gaza to take up arms. That's not unlike Bin Laden's faulty expectation for 9/11. He thought the US would then attack Saudi Arabia which would clear the way for the government to be overthrown.
