With IBM's wealth of patents, they have rights to everything. There isn't a semiconductor company on the planet that would want to tangle with IBM in the courts.

Yes IBM has a broad patient agreement with Intel that covers all of Intel's patients.

I believe that ibm does have rights to slots 1 and 2 but I am not sure if and when they can use them when producing chips for another party.
The earlier MS report on negotiations for co-production proved to be right. MS mentioned at the time that amd in talks with more than one manufacturer.
