PIERRE, S.D.--The following statement may be attributed to AT&T Government Affairs Vice President Charles L. Ward, regarding Governor Janklow's approval today of legislation protecting US West from competition (HB 1160).

"South Dakotans suffered a serious set back today when Governor Janklow signed legislation protecting US West from local telephone service competition.

"The new law is bad for consumers.

"HB 1160, signed by the governor today, has the effect of giving US West a stack of 'get out of jail free' cards. It gives US West flexibility as if competition exists yet the company still has a virtual monopoly in the state.

"The only thing worse than a monopoly is a deregulated one. This law is so anti-competitive it will stop local telephone competition even before it has a chance to get started.

"The law discourages competitive local service providers from investing in South Dakota, and will kill consumers' hopes for competitive prices, faster innovation and better service quality.

"US West made an extraordinary effort to see that its legislation passed this year, saying it needed the ability to lower prices to respond to competitors. But US West could do that today.

"AT&T will review the law to see if it conflicts with the federal Telecommunications Act of 1996."
