Could someone help me to answer the following questions ?

Is Qualcomm the company invented CDMA technology ?
Do they own the patent ?
Is it true that doesn't matter which company, if they
want to use CDMA in someway, they will have to pay Qualcomm
royalties or license fees ?

China Sees Wireless Growth
02/27/98 What do motorcycle owners have in common with subscribers to
telephones, mobile phones and pagers in Guangzhou, the largest metropolis in
south China? They all increased by about 20% last year as the per capita income
of the residents of Guangzhou exceeded 10,000 yuan (about $1,204) in 1997. The
increase is more than double the national average in 1996. In a related story,
this year China's mobile telecommunication channels will be increased to more
than 120,000, an increase of 20% from 1997. Mobile phone subscribers are
predicted to rise to 20 million, an increase of around 50% compared to 13M
users last year.
