If you understood how NJ allocated the Medicaid business you would know why they are getting out. They(NJ) took the basic actuarial rates that they had on utilization, cut the saving that MCO bring to the standard business took that off the top and then said bid under this amount and we will give you a chance to acquire the biz. What a joke and what a disaster. The MCO's were falling over themselves to get the contracts. It has not worked out. The market today agrees with the bulls and management for now.
