You are correct sir! He specified 3rd calendar quarter as his expectation for full utilization. Of course that's all estimates. Full utilization doesn't necessarily mean all 14k a day. Mike is trying to error on the conservative side to keep all surprises to the upside.

Another LPS chunk I forgot. What percentage of the population do they consider their potential customers? Answer = 90%.
