I do agree 95% is not accurate. I think most WS analysts use 70% to 80%. Maybe the author is reflecting European approval rates which I have no knowledge of or some worldwide rate which might include multiple county approvals for the same drug (once a drug passes muster in the US, for example, approval in other countries ought to be close to 100%).

I gather the approval percentage is high because companies don't undertake the expense unless they feel approval is quite likely.
