My takes on the buy back but not buying yet thing.

1. the management just cheat the market and all investors. This is highly unlikely because they may face class action if they never really intend to buy back a single share.

2. they may already enter some sort of option to buy the stock at under 11.

3. they may face buyout deal that they don't need to buyback anymore, someone else will buy anyway.

4. they just lazy and inefficient.

But I have a question for everyone here, I heard INTC owe them 100 million dollars. Is it really true? If it is true and they want to buy back shares, they really need to do it now before the 100 mil news is announced.
