It would seem that once again Mr Troutt seems to be leading the life of a visionary. He has opened his bank just before the curtain falls. Remember, Excel was rewarded public utility licenses from all needed states in 1991 when 14 states refused to issue any more.

Oh - and this was on a board this morning. I thought it interesting..
