Barbara, hasn't anybody ever told you that size isn't important!
(sorry, couldn't stop myself)

But what is important is that ARTT OWNS the spectrum. And a good amount. Only a few companies in the US can say that. All they have to do (maybe with Lucents help) is build out those markets and they won't be small anymore. Also, WCII and TGNT both have suppliers and contracts. Maybe ARTT is just an easy way for Lucent to break into the market.

Still, this is just wild speculating on my part. Just to cause thinking and debate.
