H&S patterns can take a very long time to develop; this chart is not at all weird. The Edwards/Magee rationale for H&S as the crossing of conflicting trends makes sense here As INTC has had such an extended bull trend, before we got the first price shock of a bear trend in 4Q'97. The symmetry "looks right" and as far as volume patterns go, I find it typical that the LS has greatest volume, followed by lesser volume at the Head (in this case you need to sum up the flat-top congestion action to arrive at a volume estimate for the Head) and lower volume still on the RS. The Elliott rationale for H&S concurrs with this 100%.

I'm very interested in how you found this chart to be unrepresentative... I could learn something!
