Second that. EPRI is more an R&D organization than anything else (this from somebody who used to work there). You use the data, but for anything critical you hire somebody else. Semiconductor world is similar: Sematach is "facilitating", but has no real sense of urgency (after all, their butts aren't on the line) but the individual companies are still working hard on y2k.
