TSO: Yes 23 is the magic number. TSO's TA and Corrigan's buy point.

LU is in a totally different arena with a relatively tiny chunk in MicroElectronics. Ditto with IBM. Also LU is comm. related, IBM does a lot of other stuff besides ASICs (foundry for Cyrix for instance). So I would not nec. correlate the increases in their stock prices with their chopping into LSIs market. Besides IBM has always been very good and so has LU (presumably for LU).
