Question: About a SEC 144

I am not very clear on the SEC 144 rule. Opinions are welcome.

What is the duration of a SEC 144?

Does it ever expire?

Do filers have to sell?

When they do sell are insiders resticted?

The definition of a SEC 144 filing seems
to imply that there are no restrictions for a
one time sale.

Does that mean insiders can sell any time?

Are they an important documents in evaluating a short?

Any info would be appreciated.
