The beta is fully functional and works w/Windows (as far as I can tell). My guess is that the 12/1/97 Press Release from Apple stating "QuickTime 3.0 is expected to be available January 1998.", didn't take into account the licensing of several key new technologies that were announced 1/6/98. While I'm sure that talks were under way at the time of the 12/1/97 announcement, I'm sure they weren't ready-for-prime-time.

I, personally, am happy to use the beta and let Apple slide on the scheduling glitch if they are folding in new, cool technologies for the final release.
