SoundView Financial upgrades relational database software concern from short-term "hold" to "buy" while maintaining its long-term rating at "hold" and sets a six-month price target of $32; firm also raises 1998 EPS from $0.88 to $0.92 a share and 1999 EPS from $1.08 to $1.10 a share.....
